Our History
As a modern and independent provider of tank storage and transshipment services, NorSAF specializes in the handling of liquid chemicals, vegetable oils, and petroleum products. Strategically located along key shipping lanes and railway routes, our terminal serves as a vital logistics hub for clients across the chemical and oil industries.
NorSAF’s terminal is located within the Liepaja Special Economic Zone (LSEZ) — a status it has held since 2010. Situated in the ice-free port of Liepaja, Latvia, the terminal benefits from year-round accessibility and a free zone regime that offers unique commercial advantages to our clients.

Transshipment
Our NorSAF terminal is engineered for high-efficiency, multi-modal transshipment, supporting a wide range of liquid bulk products with advanced infrastructure and operational flexibility.
Key Technical Features
- A rail tank car discharge rack with capacity for up to 10 railcars or 6 rail platforms (2 ISO tanks each).
- Two dedicated heatable pipelines — DN200 and DN300 — connecting the terminal to the berth, both equipped with a “pigging” system for safe, efficient product transfer and line cleaning.
- Capability to load and discharge products across all transport types: vessels, railcars, road tankers, flexi-tanks, and ISO tanks.
- Vapour balance system, with a Vapour recovery unit.

- PYGAS, Benzene, Heating fuel, Kerosene
- Rapeseed oil, K10, 2-Ethylhexanol, MTAE
- Para-Xylene (p-Xylene), Ortho-Xylene (o-Xylene), Cumene
- Gas condensate, Liquid pyrolysis products, C9, Naphtha
- Methanol, bioethanol, N-butanol, Isobutanol, Glycol, MTBE, N-butyl acetate
Storage
NorSAF offers robust and flexible tank storage solutions for a wide range of petroleum and petrochemical products. Our total storage capacity stands at 18,000 m that meets modern industrial and environmental standards.

Technical Highlights
- All tanks can be heated, with integrated circulation and blending systems.
- Shore tanks and pipelines are specially coated for safe storage of various liquid petroleum chemicals.
- All shore tanks are internally coated and are methanol-resistant.
- A 2.5 MW natural gas boiler provides steam for product heating (up to 70°C).
- A pump station with 6 various types of pumps ensures reliable transfer operations.
Emissions & Environmental Control
- A comprehensive vapour balance system captures emissions from tank storage, truck loading, rail loading, and vessel operations — all processed via a vapor recovery unit.
- Nitrogen blanketing (“nitrogen pillow”) is available for petrochemical storage, reducing emissions and protecting product purity.
- Nitrogen is also used to clean pipelines with the pigging system, ensuring product purity.
Marine Access
- Our terminal has its own private berth (No. 28), located on the south side of the Karosta Channel, which offers a draft of 7.4 meters, suitable for ships up to 14,000 DWT, enabling direct import/export of bulk liquids by sea.
Joint Customs & Excise Warehouse Status
NorSAF has been granted the official status of Joint Customs and Excise warehouse status by the State of Latvia, which allows NorSAF to handle excise duty goods and take care of customs for uncleared goods, which are transiting through Terminal1 and Terminal2.
